MCD split tops meet agenda
NEW DELHI: It was a brainstorming session for strengthening municipal governance. However, the MCD trifurcation issue hijacked the discussion. An expert committee led by retired IAS officer K Dharmarajan — who will prepare a policy paper that will outline the contours of the new municipal Act for Delhi — met municipal councillors led by the mayor of Delhi on Friday.
The Union home ministry's approval on the draft amendment bill, which seeks to trifurcate Municipal Corporation of Delhi and reserve 50% of the seats for women, is still awaited. The ministry, meanwhile, has sent the draft bill to MCD for comments and the ruling-BJP is not leaving any opportunity to voice its opposition. The mayor, Rajni Abbi, has written to the home minister P Chidambaram expressing her concern over the trifurcation. She also plans to hold a special session of the House to deliberate on the issue of the split.
"We have requested the home minister to carefully thing about the split as it is going to just weaken the corporation. Moreover, the draft bill doesn't talk about increasing the number of officers, infrastructure etc," said the mayor.
At the meeting, councilors MCD - both BJP and Congress - have expressed opposition to the split. "We were called by the expert committee that is drafting the new bill city. But this discussion can be complete without addressing the trifurcation of MCD, as the CM is an urgent need for it, "said Abbi." We have told the Committee that the split will only weaken the company and there are several issues, such as income, infrastructure, maintenance can not be divided between three companies. How the proceeds will be shared? Trans-Yamuna Company will be the lowest in terms of revenue. With three corporations, there will be three different set of rules and regulations in Delhi," said Abbi.
Across party lines, councillors united in their demand for one corporation in Delhi and for strengthening the existing corporation. Congress councillors proposed to the committee that instead of three corporations, there should be a mayor-in-council with more powers.

In Anglican sacramental theology, certain ministerial functions can only be performed by individuals ordained into one or more of the three holy orders. There are two kinds of ministers in this sense. The ordinary minister of a sacrament has both the spiritual power to perform the sacrament (i.e. a valid sacrament) and the legal authority to perform the sacrament (i.e. a licit sacrament).
