Report: Planning rules broken
CHAPEL HILL - Chapel Hill says it wants dense, urban development, but its building codes dictate the opposite, according to a new report. A town-commissioned review of the Land Use Management Ordinance says the rules that guide new building in the town are ambiguous, disorganized and ineffective. The LUMO is meant to help achieve the vision in the town's Comprehensive Plan, but it's failing, badly, according to a draft report created by Code Studio, a community planning consultant based in Austin, Tex. The company's contract with the town is $42,460. "There is a serious disconnect between the policies of the Town and how the LUMO is implementing them," the consultant wrote. "If Chapel Hill wants to improve development outcomes and become more sustainable, in its development patterns, then it must change the way it approves development," according to the report. Town Manager Roger Stancil agrees. The town has started to make some changes including streamlining the administrative process and putting application and permit documents online, he said. People have known for several years that the LUMO needed to be changed and the town has tried to help developers navigate it, Stancil said. "We're really being thoughtful about what its intent was and its practices as we work with a property owner," he said. But streamlined land-use rules may sacrifice the flexibility the council currently has when deciding whether a development is right for the town, said Julie McClintock, a neighborhood and environmental activist and former Town Council member. "It's a little messy process, but there is flexibility and there is opportunity for citizen groups to get involved," she said. "When a council considers a decision it hears from anyone ... Will it be a good thing to have less people involved in the day-to-day review on the project? ... Can you have a recipe that applies to all development projects?" The LUMO is "crippling" the town's economic development and should be dumped, the report said. "The town is using a process laden by case-by-case approvals as a patch for a broken regulatory system," it said. "The only way to truly repair the LUMO is through a complete re-think of the overall zoning system." The report also suggests short-term changes like establishing a consistent numbering system and an index that would make the ordinance easier to navigate. @ipodrepairguys I actually enjoyed the video. I have NO electronic skills and was able to change my LCD screen in about 20 min. and I didn’t even break anything…Amazing!!! But I still have a problem. I have a 2nd generation itouch. Had a dim screen replaced the LCD with NO improvement. Everything is still dark. The unit itself works fine as an ipod. However I cannot see the screen unless I am in VERY bright light. Any ideas ? Any help would be greatly appreciated. Thanks alot
