Hurricane names are used for the purposes of keeping track of their damage, lasting effects, and for scientific study and organization. Tropical storms began receiving names in 1953. They are maintained and updated by an international committee of the World Meteorological Organization.
When naming hurricanes first started, all the titles used were female. Male names were added in 1979 and they alternate, female, male, female, etc…
If there are more than 21 named storms in a single hurricane season, then the list switches to the Greek Alphabet. For example:

The hurricane names are set lists, 6 of them that are rotated every six years, meaning the names used for 2010 will be used again in 2016. This is a list of upcoming hurricane names by year.

Retired Hurricane Names
Retired hurricane names occur when a storm does so much damages or takes so many lives, that it would be disrespectful or hurtful to use it again. It is the only time the list is changed or added to. These are the retired hurricane names for the last three decades, starting with 1980. They are arraigned by the year they were retired.
What is Emily doing back on the list? I thought they retired names when tropical storm makes it to hurricane status.
