New & Noteworthy Leading by Example: Consumer Representation in Albuquerque

As a member of the Aligning Forces for Quality (AF4Q) initiative, the Albuquerque Coalition for Healthcare Quality (AC4HQ) has shown time and again that it values integrating consumers and consumer advocates into its efforts to improve health care in New Mexico.

Since joining the AF4Q initiative in 2009, the Albuquerque Alliance has recruited an impressive 28 individuals to represent consumers on its various workgroups and leadership teams. As a member of these workgroups, consumer representatives have an opportunity to provide input and direction regarding activities and governance on a diverse set of health care issues. Through the structure the Alliance has established, consumers work side-by-side with other stakeholders, including health care providers, health plans, employers, and hospitals. This structure and process ensures that all stakeholders, including consumers, are involved in the work, which creates support and ownership for the project from the greater community.

The Albuquerque Alliance also encourages consumers to identify their specific needs as stakeholders so that the Alliance can provide meaningful support to the consumer representatives. The consumer summits that AC4HQ will convene over the next two years provide an excellent example. Through the workgroup process the Alliance has in place, consumers currently involved in the Alliance’s efforts informed staff that they would like to learn what other workgroups within the Alliance are doing and how consumers are participating in all areas of the Alliance’s efforts. As a result, the staff identified Consumer-to-Consumer (C ) Summits to provide opportunities for consumer members to learn more about the overall AF4Q initiative, to enhance their knowledge of Albuquerque’s health care and encourage networking with one another outside of workgroup activities. The consumers and staff believe that these peer-to-peer learning opportunities will help consumers share challenges and successes and explore how their efforts within each workgroup connect to overall project goals. In planning the summits, the Albuquerque Alliance staff is actively seeking input from the consumer representatives about topics that would be most helpful to them and what they hope to gain from these meetings. These summits have the potential to move beyond consumer-to-consumer to stakeholder-to-stakeholder events, allowing consumers and other key stakeholders, such as health care providers, health plans, hospitals, and employers, to share challenges, successes, and ideas with each other outside of defined workgroup activities.
